雇主扣留外籍人士护照在新加坡属违法行为

自2007年12月1日起，新加坡政府实施《护照法》（PASSPORT ACT）。根据该法第47条第5款规定：如果某人扣留或扣押在新加坡他人的外籍旅行证件将构成犯罪，应处10000新元以下罚款或处10年以下监禁。罚款和监禁也可一并执行。如需查看《护照法》详细内容，可登录http://statutes.agc.gov.sg/。

《护照法》第47条第5款原文如下：If (a) a person has or retains possession or control in Singapore of a foreign travel document; and (b) the person knows that the foreign travel document was not issued to him, the person shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 10 years or to both.

注：外籍旅行证件包括我大陆及港澳特区公民护照、台胞证、旅行证、回国证明等合法证件。
